Unnatural Links Removal Required by SydAnt

I've been hit by the new penguin update, and have received a message that my site has unnatural links, that need to be removed. I have a total of 6900 links from 1000 domains and 800 different IP addresses... (Budget: $250-$750 AUD, Jobs: Google Web Toolkit, SEO, Website Management)
